There are basically three things for it to happen:
Visit places where there are other people
Have something to offer
Keep communicating freely
The most important is #2. Great spontaneous communication is always about exchange. And it’s even more about being generous, collaboration, being ready to help and loyalty.
So basically you just have to find some places or events (online and offline) where there are people you might be interested in. Then dive in, enjoy yourself, think more about giving than taking and be patient.
